 PROJECT HIGHLIGHT: CERPAC


CERPAC
is the Combined Expatriate Residence Permit and Alien Card scheme, instituted in 1999 by Contec Global in Nigeria, with the aim of providing new and highly secure documents and cards for the identification of foreign residents. In addition, a central database keeps a record of all foreign national movements, whether within, into, or out of the country. This also enables the instant flagging up of all undesirable aliens. The organizational structure includes:

  • Eight card production centres
  • Two regional head offices
  • Six zonal centres
  • A central database connects all zonal offices to Abuja and Lagos

Project Stages
Stage 1
Setting up all eight production centres to produce residence permits, Alien Registration Cards and Alien Registration booklets

Stage 2
Automate procedures at all four international airports (Abuja, Lagos, Port Harcourt and Kano) with the introduction of special immigration gates. These would be actioned by swiping the CERPAC card through a reader on the gate

Stage 3
Stand-alone border control management system for checking expatriate movements in remote areas

Registration Process
The CERPAC forms are available for purchase at 39 branches of a national bank. A computerised record is kept of all forms that are sold by the bank to foreign nationals. The forms themselves are printed with high security features that render them forge- and tamper-proof.

All expatriates and non-ECOWAS African Nationals, including each family member, must be registered. The Residence Permit (Green Card) records all movements into and outside Nigeria. The Alien Registration Card and Book (Brown Card) records all movements within Nigeria. Once a foreign national has been enrolled and has received his set of unique documents, all movements in and out of the country are tracked and recorded to the central database. The cards themselves are higly secure, featuring both visual and biometric security features.
